Article I: Name & Composition

The name of the organization shall be District 69 State Employees Association of North Carolina (SEANC-District 69).  This District shall be comprised of the North Carolina counties of Camden, Chowan, Currituck, Gates, Pasquotank, and Perquimans.

Article II: Purpose

The purpose of the District shall be to realize the purposes of SEANC as stated in its Bylaws and to promote camaraderie among State Employees in District 69.

Article III: Membership

Any person who is eligible for membership in SEANC shall, while abiding by the provision of the Bylaws of SEANC, be eligible for membership in District 69.

Article IV: Organization

Section 1.
The District Officers shall be the District Chairperson, Vice-Chairperson, Secretary/Treasurer, and immediate Past Chairperson.

Section 2.
There shall be a District Executive Committee which shall consist of all officers, all standing committee chairs, and Chapter chairs.

Section 3.
The Annual District Meeting shall meet annually no later than July 15th, at a time and place designated by the District Executive Committee in consultation with the SEANC Executive Committee. The purpose of the Annual Meeting shall be to hear and act on reports of the District Standing Committees and to conduct such other related business as deemed necessary.

Section 4.
There may be Chapters formed in any agency or area of the District so long as that agency or area received consent at the Annual District Meeting. The organization of the Chapter and its function is a matter of local discretion so long as the provisions of the SEANC Bylaws and the District Bylaws are not violated.

Section 5.
The fiscal year for District 69 shall be from October 1 through September 30.

Article V: Elections and Vacancies

Section 1.
The following officers shall be elected by the District members at the Annual District Meeting:
a. Chairperson
b. Vice-Chairperson
c. Secretary/Treasurer

Section 1.1
Candidates for the elected offices shall be nominated by the Nominating Committee who shall be charged with conducting the election. Nominations for any office shall be allowed from the floor immediately before balloting occurs.

Section 1.2
A majority vote shall be received for the election of officers. In the event the candidate receiving the highest number of votes does not receive fifty percent plus one of the total votes cast, the candidate receiving the next highest number of votes may, immediately after the results have been announced, request a runoff election.

Section 2.
District 69 shall have the number of delegates to the Annual Convention as prescribed by the SEANC Bylaws. In the event that District 69 is allowed more delegates than represented by the elected officers, then the membership shall elect sufficient delegates to round out the number.

Section 3.
When vacancies occur in the District Officer Group, the District Chairperson, upon approval of the District Executive Committee, shall have the authority to fill such vacancies. When a vacancy occurs in the District Chairperson, the Vice Chairperson shall succeed the Chairperson. A new Vice Chairperson shall then be appointed to the District Executive Committee from within the Executive Committee's membership.

Section 3.1
In the absence of a Delegate at the Annual Convention, a substitute Delegate may be appointed from the District Membership by the District Chairperson.

Article VI: Duties of Officers and Committees

Section 1.

The District Chairperson shall preside at all meeting and be the Executive Officer of the District.  The Chairperson shall serve on the SEANC Board of Governors.  The Chairperson shall appoint Standing Committee Chairs, and is allowed to be an ex officio member of all committees.  The Chairperson shall assure that all provisions of the District Bylaws are adhered to and that all District obligations to SEANC are met.

 

Section 2.

The Vice Chairperson serves in the absence or incapacity of the Chairperson and shall succeed to the position of Chairperson should that position become vacant.  In addition, this position will be assigned appropriate duties by the Chairperson and serve as Chairperson of the Nominating Committee.

 

Section 3.

The Secretary/Treasurer shall record the minutes of all Executive Committee meetings and meeting of the District.  The Secretary/ Treasurer shall perform clerical duties as designated by the Chairperson; shall receive and disburse all funds for the District consistent with the budget approved at the Annual Meeting; maintain an accurate account of all funds and assets and shall on demand of the Executive Committee, permit the accounts of the District to be audited by an appropriate person, committee, or accounting firm as appointed by the Executive Committee; shall prepare and submit a financial report at each Executive Committee meeting; and shall submit a complete membership and financial report to the General Treasurer of SEANC as required by the SEANC Bylaws.

 

Section 4.

The District Executive Committee is comprised of the Chairperson, Vice Chairperson, Secretary/Treasurer, Immediate Past Chairperson, Communications Committee Chairperson, EMPAC Committee Chairperson, Bylaws Committee Chairperson, Membership Committee Chairperson, Scholarship Committee Chairperson, Member Discount Committee Chairperson, Policy  Platform Committee Chairperson, Insurance Committee Chairperson, and Retiree Committee Chairperson.  It is subject to the action of the Annual District Meeting and must be in compliance with SEANC Bylaws and District 69 Bylaws.  It shall have general supervision and control over the affairs of the District between Annual Meetings.

 

Section 5.

District Standing Committee Chairpersons shall serve on the cognate State Standing Committees and Chair the District committee consistent with the charge of the state committee as delineated in the SEANC Bylaws.

 

Section 5.1

The Immediate Past Chairperson shall serve as advisor and counsel to the new Chairperson and Executive Committee, and assist with other appropriate duties as assigned by the new Chairperson.

 

Section 5.2

The Bylaws Committee shall receive and consider all proper proposals affecting any changes whatsoever in the SEANC Bylaws and District 69 Bylaws and shall submit any changes approved by the Annual District Meeting in the SEANC Bylaws to the State Bylaws Committee.  A current copy of District 69 Bylaws or a letter certifying no changes have been made for the current year shall be filed with the SEANC Headquarters but no later than December 1.

 

Section 5.3

The Policy Platform Committee shall receive, consider or initiate proposals, grievances, or other such matter affecting the welfare of state employees and submit such proposals to the Annual District Meeting.  Further, the Committee shall submit those proposals approved at the Annual District Meeting to the State Policy Platform Committee.

 

Section 5.4

The EMPAC Committee shall assist in any necessary manner to promote the issues and proposals sought by District 69 and SEANC; shall serve on the EMPAC Area Committee; shall act as a legislative liaison for the District; and shall organize District legislative functions.

 

Section 5.5

The Membership Committee shall promote and coordinate the annual membership drive within the District and with the State Membership Committee so as to make membership available to all eligible employees or retirees.

 

Section 5.6

The Communications Committee shall be responsible developing and

            maintaining the district’s Web site, keeping district members informed

of meeting dates and times, and using the Web and other communications media to keep SEANC members current regarding legislative actions or other activities that affect state employees. Newsletters and other communications material will be maintained according to established SEANC guidelines.

 

Section 5.7

The Retiree Committee shall attend meetings and advise the membership of those issues and concerns that affect our retirees, as communicated by the Retiree Council or under consideration by the General Assembly.

 

Section 5.8

The Scholarship Committee shall have the duty and responsibility of keeping the district informed on the availability of scholarship funds; issue applications; set due dates and review applications; make selections from district applicants based on established criteria and to inform SEANC of selections; further, to establish district awards to District 69 scholarship recipients, and to raise funds to maintain the continuation of the SEANC District 69 scholarship program.

 

Section 5.9

The Member Discount Committee shall have the duty of contacting district-wide merchants/businesses to obtain discount privileges for SEANC members. Reports should be made to the Executive Committee no less than each district meeting.

 

Section 5.10

The Insurance Committee or representative shall have the duty of keeping the membership informed and up-to-date on insurance matters as they relate to District 69.  Reports should be made as needed or no less than each district meeting.

 

Section 6.0

The Nominating Committee shall have the duty and direct responsibility to interview prospective candidates who are members in good standing and nominate two (2) or more persons as District candidates for Chairperson, Vice Chairperson, and Secretary/ Treasurer.  This committee shall also nominate sufficient numbers of members as candidates for delegates-at-large and alternates to fill the District quota.  This Committee shall circulate to the District membership the proposed slate of candidates at least fifteen (15) days prior to the District Annual Meeting.  This Committee shall also be responsible for receiving the ballots and the counting of the ballots at the Annual Meeting.  After the ballots have been counted, they shall return the results of the elections to the Chairperson to be announced as well as submitting the votes each person received to be put with the District files for further reference.

 

Section 6.1

Special Committees may be appointed by the Chairperson to accomplish the business of the District.

Article VII: Parliamentary Procedure

The proceedings of each meeting of District 69 shall be governed by the applicable provision of the most recent revision of Robert's Rules of Order provided there is no conflict with these Bylaws or those of SEANC.

Article VIII: Amendments

Amendments to these Bylaws may only be adopted at the Annual District Meeting. All amendments must be submitted in writing to the Bylaws Committee no later than July 20th. Adoption of such proposed amendments shall require a simple majority of district members present at the Annual Meeting.
